The Nevada Black Police Association was established in 1979 as the Black Police Association of Nevada. It was organized by a group of officers led by Cliff Davis, Jack Ladner, Wilbur Jackson, and Larry Ross. There were a number of issues that adversely affected officers of color that led to the LVMPD being put under the oversight of a Federal Consent Decree. The Consent Decree addressed concerns regarding hiring practices, assignment diversity, and promotional opportunities. This resulted in an internal and external focus on improving those areas of concern.
